  1. At the invitation of President of Turkmenistan Serdar Berdimuhamedow, President of Mongolia Khurelsukh Ukhnaa is paying a State Visit to Turkmenistan on October 10-13, 2024. During the State Visit, the following documents were signed.
  2. The President of Mongolia, U. Khurelsukh, and the President of Turkmenistan, S. Berdimuhamedov (hereinafter referred to as the “Parties”), held official talks to further develop cooperation between the two countries in the fields of politics, economy, agriculture, transport, logistics, tourism, education, and culture, the aim was to strengthen ties between citizens and enhance cooperation in regional and international arenas, the discussions took place in a friendly, business-like, and warm atmosphere, where ideas for in-depth development were exchanged.
  3. The heads of state emphasized that Mongolia’s first high-level visit to the country is a significant catalyst for enhancing cooperation between the two countries.
  4. The President of Mongolia, U. Khurelsukh, was an honored guest at the international forum commemorating the 300th anniversary of the birth of the renowned Turkmen poet and thinker, Mahtumguli Fragi. The event, titled “Links of Time, Civilizations – Foundations of Peace and Development,” was highlighted by the Government of Turkmenistan as being organized at a high level.
  5. During the visit, a Mongolian-Turkmenistan business forum and a joint cultural concert were organized. President U. Khurelsukh led a delegation that laid flowers at the Independence Complex of Turkmenistan.
  6. To enhance the mutual political trust between Mongolia and Turkmenistan and to expand and develop mutually beneficial trade and economic cooperation, it has been decided to establish regular visits between relevant ministries and organizations, exchange experiences, strengthen personnel capacity, and ensure the implementation of cooperation documents. The heads of state agreed to explore the creation of an intergovernmental commission between Mongolia and Turkmenistan for bilateral cooperation.
  7. The parties highlighted the significance of cooperation between the highest legislative bodies of the two countries in establishing a legal framework for their relations. They also set up friendship groups in the Great Khural of Mongolia and the National Great Khural (Majlis) of Turkmenistan, and agreed to arrange mutual visits, joint meetings, seminars, and events.
  8. The cooperation between the Ministries of Foreign Affairs of Mongolia and Turkmenistan is crucial in strengthening political trust and expanding relations. They have agreed to hold regular consultation meetings and mutual visits as per the Memorandum of Understanding established between the two countries’ Ministries of Foreign Affairs in 2015.
  9. Minister of Agriculture and Light Industry of Mongolia Enkhbayar Jadamba and Minister of Agriculture of Turkmenistan Charyyar Chetiyev signed an Agreement on Cooperation in Veterinary Hospitals and Livestock Husbandry between the Ministry of Food, Agriculture, and Light Industry of Mongolia and the Ministry of Agriculture of Turkmenistan.

  11. The parties emphasized the need to gradually implement the development of air transport relations, including creating new transport and logistics opportunities, to increase bilateral trade and expand exchanges between people.
  12. In this context, the parties es havetablished the “Agreement between the Government of Mongolia and the Government of Turkmenistan on Air Transport” and the “Agreement between the Government of Mongolia and the Government of Turkmenistan on International Road Transport”, espectively
  13. The parties focused on important issues such as protecting the environment and addressing global climate change. They agreed to collaborate on the “Billion Trees” national movement led by the President of Mongolia. This collaboration aims to protect forests and water resources and combat desertification, drawing from Turkmenistan’s experience in this area.
  14.  The parties have expressed their willingness to collaborate on the regional development concept of Mongolia, modern green development, environment-friendly and smart city planning and construction. They also agreed to study the experience in the construction of Arkadag city within the framework of planning and development of the “New Kharkhorum” city. Furthermore, the personnel have decided to cooperate on capacity building.
  15. The Mongolian side expressed its support for the neutrality policy pursued by the State of Turkmenistan for the interests of international cooperation, peace, security and development.
  16. The Turkmen side expressed its support for Mongolia’s “third neighbor” policy, appreciating Mongolia’s peace-loving, open, independent and multi-pillar foreign policy.
  17.  The parties emphasized the importance of protecting the interests of landlocked developing countries and committed to researching the removal of transport and trade barriers.
  18. The parties emphasized the importance of expanding cooperation within the framework of international organizations, such as the Central Asian Regional Center for UN Preventive Diplomacy in Ashgabat and the International Research Center for Landlocked Developing Countries in Ulaanbaatar.
  19. In this regard, the Turkmen side will study the issue of participating in the “Multilateral Agreement on the Establishment of the International Research Center for Landlocked Developing Countries” in the near future.
  20.  The parties confirmed their willingness to enhance cooperation in reducing the risk of natural disasters, emergencies, illegal drug trafficking, terrorism, extremism, and humanitarian issues, both within the framework of the United Nations and other international organizations.
  21. During the visit, the parties signed the following documents. ,which includes:
    • “Agreement between the Government of Mongolia and the Government of Turkmenistan on international road transport relations”,
    • “Agreement between the Government of Mongolia and the Government of Turkmenistan on Air Transport”;
    • “Memorandum of understanding between the Ministry of Culture, Sports, Tourism and Youth of Mongolia and the Ministry of Culture of Turkmenistan on cooperation in the field of culture”;
    • “Memorandum of understanding between the Ministry of Culture, Sports, Tourism and Youth of Mongolia and the Ministry of Culture of Turkmenistan on cooperation in the field of tourism”;
    • “Agreement between the Ministry of Food, Agriculture and Light Industry of Mongolia and the Ministry of Agriculture of Turkmenistan on cooperation in the field of agriculture”;
    • “Agreement between the Ministry of Food, Agriculture and Light Industry of Mongolia and the Ministry of Agriculture of Turkmenistan on cooperation in the field of animal husbandry and veterinary hospitals”;
    • “Memorandum of understanding between the National Chamber of Commerce and Industry of Mongolia and the State Chamber of Commerce and Industry of Turkmenistan”.
